Change in FEHB Open Season Declaration in EPP Annual Reminder

Summary
When an employee makes a Federal Employees Health Benefits (FEHB) Open Season change in the Employee Personal Page (EPP) and later changes their mind about the FEHB enrollment code selection made in EPP, the employee must notify the Agency.
The Agency is responsible for:
- Deleting the future-dated FEHB election from the Web-based Entry, Processing, Inquiry, and Correction System (EPIC Web), EmpowHR, or the Agency's Front-End System Interface (FESI).
- Submitting an SF 2809, Health Benefits Election Form, marked "Void," to the National Finance Center (NFC) via ServiceNow.
- Entering, if applicable, the employee's new FEHB election in EPIC Web, EmpowHR, or FESI.
Implementation
How to submit a ServiceNow case requesting that NFC void the FEHB Open Season change with the carrier:
- Connect to the NFC website.
- Select the Contact Us link.
For Federated users, select the Log into Console (eAuth) button to log in to the ServiceNow Customer Service Portal.
OR
For Non-Federated users, select the Log into Console button to log in to the ServiceNow Customer Service Portal.
- Select Submit Case.
- Under Categories select Tax and Benefits Processing.
- Select Create a FEHB Case.
- Select the category Open Season from the drop-down options.
- Enter detailed information in the Description field, including the user's full name as displayed in the Information/Research Inquiry System. Do not include any personally identifiable information in the Description field as this will result in closure of the case.
- Attach a copy of the voided SF 2809.
- Select Submit.
Note: NFC sends all enrollments to the carrier daily. If a ServiceNow case is not submitted by the Agency to void the incorrect open season change, the employee will be enrolled in both the correct and incorrect plans.
